    Curbing the Menace of Ragging

According to the UGC Regulation on Curbing the Menace of Ragging in Higher Institutions, 2009, ragging constitutes one or more of any of the following acts:
  • Any behavior by students—whether verbal, written, or physical—that results in teasing, rudeness, or mistreatment of a fresher or any other student.
  • Engaging in rowdy or undisciplined activities that cause or are likely to cause annoyance, hardship, or harm, either physical or psychological, to any fresher or student.
  • Forcing any student to perform acts they would not ordinarily do, leading to feelings of shame, torment, or embarrassment that negatively impact their well-being.
  • Actions by senior students that disrupt or interfere with the regular academic activities of any student or fresher.
  • Using a fresher or any student to complete academic tasks assigned to others. Any form of financial extortion or imposition of undue expenses on a fresher or any student.
  • Acts of physical abuse, including sexual abuse, homosexual assaults, stripping, forcing obscene acts, causing bodily harm, or any other danger to health.
  • Verbal or written abuse, including insults or deriving pleasure from causing discomfort to any student.
  • Any form of physical or mental abuse, including bullying or exclusion, targeting students based on race, religion, caste, ethnicity, gender, sexual orientation, appearance, nationality, regional origin, language, place of birth, residence, or economic status.
Punishments
  • Suspension from attending classes and accessing academic privileges.
  • Revocation or withholding of scholarship, fellowship, and other benefits.
  • Prohibition from participating in tests, examinations, or any evaluation processes.
  • Withholding of academic results.
  • Prohibition from representing the institution in regional, national, or international events, tournaments, youth festivals, etc.
  • Suspension or expulsion from hostel accommodations.
  • Cancellation of admission.
  • Rustication from the institution for a period ranging from one to four semesters.
  • Expulsion from the institution and prohibition from seeking admission to any other institution for a specified period.
Powers and Functions: Anti ragging
  • To adhere to and enforce the directives of the Hon’ble Supreme Court regarding ragging;
  • To inform all students about existing guidelines and potential consequences for engaging in ragging;
  • To review and investigate student complaints, report findings to the Anti-Ragging Committee, and recommend appropriate penalties;
  • To manage the process of obtaining student undertakings as per regulations; to organize workshops and orientations to combat ragging;
  • To provide students with contact information for reporting complaints or distress;
  • To offer counseling services and raise awareness among students; and
  • To implement all necessary measures to prevent ragging on campus.
